@Jeremy_Hunt: That contract with @TheBMA will help GPs provide more proactive, personal care for their patients - an important step forward.
So a new idea to give everyone a 'named' GP.
Nothing about how we're going to recruit these GPs.
Or anything about changing GP if your not happy with the GP you have.

Two heads are better than one
A different GP may have a different approach to an illness. All GPs are required to write medical notes - meaning any GP should be able to see you.
Limiting who you can see limits discussion.
